ICE Confirms Augusta County Hit-and-Run Suspect Was in U.S. Illegally After Deadly Saturday Crash

STAUNTON, VIRGINIA - A tragic incident unfolded late Saturday night just beyond Staunton's city limits, as a pedestrian was fatally struck in a hit-and-run on U.S. 250 near Desper Hollow Road. The victim, identified as 20-year-old Raachell L. Turner of Staunton, was pronounced dead at the scene.
Virginia State Police reported that the crash occurred around 11 p.m. The driver, Rosa M. Francisco, 44, also of Staunton, was apprehended later with assistance from the Augusta County Sheriff's Office. Francisco faces charges of felony hit-and-run and operating a vehicle without a valid driver's license. She is currently held without bond at Middle River Regional Jail in Verona.
In addition to the state charges, federal immigration authorities have lodged an ICE detainer against Francisco, indicating intentions to pursue deportation following any criminal proceedings. Middle River Regional Jail officials confirmed the existence of the immigration detainer in an email to Breaking Through News.

Under Virginia law (§ 46.2-894), drivers involved in accidents resulting in injury, death, or property damage are required to stop immediately at the scene, provide their information, and render reasonable assistance to any injured persons. Failure to do so constitutes a felony offense.
This incident adds to a concerning trend of pedestrian fatalities in Virginia. In early 2024, Virginia State Police highlighted an alarming increase in such incidents, noting 10 pedestrian deaths over a two-week span. Pedestrians and drivers alike are urged to exercise heightened caution to prevent further tragedies.
The investigation into Saturday night's fatality is ongoing. Authorities are urging anyone with additional information to come forward to assist in their efforts.
